A practical guide for Directors, VPs, Heads, GMs and C-suite leaders considering Dubai, Abu Dhabi or a regional role based in the UAE. Start with the mandate you can credibly lead, then research the organisations behind it.

“A senior role in Dubai” is a location preference. A useful target also identifies the business problem, decision-making scope and evidence you bring. Are you seeking UAE country ownership, a regional remit based in the UAE, or a functional leadership role within one business?
These choices change the target list and the people you approach. Write one primary target and one adjacent option, then compare each against your results, sector knowledge and practical availability. Your title alone may not explain the size of the responsibility you have held.

Separate an operating company from its parent, investment owner, regional office and service providers. Research who owns the relevant business issue before assuming the group CEO is the right first contact.
Prepare concise examples of revenue, cost, operational, people or transformation results that match the mandate. Be clear about your location, notice period, travel and relocation constraints before investing in an approach.
The UAE Government’s D33 overview describes an agenda launched on 4 January 2023, including trade, digital transformation and business growth initiatives. It provides strategic context. It does not identify a particular employer’s current leadership requirement.
For example, a leader with evidence of scaling digital services could use that context to select a research theme. The next step is to find specific organisations, their current business priorities and the team responsible. A broad economic ambition is insufficient reason to tell a company it needs your role.
On 16 October 2024, Dubai’s Department of Economy and Tourism announced a partnership with Network International concerning the digital economy and SMEs. That is a documented partnership, not an advertised senior vacancy.
Our research interpretation: a payments or commercial leader might investigate the partnership’s delivery model, current progress and relevant business owners. They would then test whether their own experience is useful. As this announcement is historical, it needs current corroboration before an approach in 2026.
The useful question is specific: which team owns the work today, and what credible evidence suggests an issue you could help address? There is no implied Sterenzon relationship with either organisation.
When an organisation says it operates in ADGM, use the ADGM public registers to check the relevant entity details. The Registration Authority and FSRA registers serve different purposes. An entity registration does not by itself establish financial-services authorisation or a hiring need.
Then connect that entity to its own website, leadership information and recent announcements. For other UAE jurisdictions, use the appropriate official source. Avoid treating one financial-centre register as a complete list of UAE employers.
Use a relevant published vacancy when one exists. For an employer-led executive search, make your fit with the consultant’s mandate easy to assess. For a direct approach, explain why that organisation is relevant, offer a concise piece of evidence and ask for a proportionate next step.
Track the organisation, source date, target remit, relevant person, reason for contact, last action and next action. Distinguish no response from a confirmed rejection, and a useful discussion from an active hiring process. If you are already employed in the UAE, agree the organisations and people to avoid before outreach. If you are moving in, explain what makes the move practical without presenting a planned relocation as confirmed availability.
